Justin Greenwood says that elite interest groups organised at the European level have long helped EU institutions with policy making. But without mechanisms such as “adversarial politics” to bring issues to the people, and without elections which change governments, such interest groups are a poor substitute for democracy. The elite model of civic participation shows some signs of improvement, but the promise of more participation in return for more transparency is a challenge.
